Present and permanent address proof help

I was filling the form, saw I need to give a present/permanent address proof. I heard that the present and permanent address were going to decide my examination center location so I decided to give my present address as permanent address even though the present address isn't actually my permanent address. now it's asks for proof for both. from what I've search even an electricity bill is accepted. but the problem is I am not sure. does anyone know about anything regarding the proof? I am not really sure it's valid or not. and I can't actually give my permanent address proof which I actually have with me as I have set my present and permanent address same. so should I go with it and give that electricity bill as proof of permanent and present address. what would be the worst consequences of this?
