Need suggestions for building a house

So as the title suggests, I’m planning to construct a home 2/3bhk in Tamilnadu, India. Space is not a constraint as it’ll be inside my farm. Not planning to go for an architect/civil engineer. Only gonna take a civil contractor and do the procuring myself.

Plan 1: 2 BhK only ground floor where both bedrooms have attached bathroom. Kitchen and living area and a small puja unit. Total house will be 1500 sq ft.

Plan 2: 1200 sqft Ground floor with 1 master bed & bath, kitchen and living area. Inside stairs to first floor and two bed rooms for total 700 sq feet above with one common bathroom and rest of the area as balcony.

My budget for the whole house, tanks, elevation, landscaping is 35 Lakhs(interiors alone not included). Not planning to put false ceiling. The area is very hot during summer and cold during winters.

I’m willing to consider cost effective construction materials without compromising quality of the house. Is it anyway possible and which plan will reduce my cost? I’m Ok with both the plans.
