Any law and science interested people here? Deep philosophical query towards a subject of law and scientific research.

why doesn't our country make laws or administrative procedures that are based on evidence based research for reducing or preventing crimes against women?

for example,

there has been no scientific consensus about the etiology of sexual assault in our country.

most laws are based on moral outrage, not multi-disciplinary scientific research.

in our educational institutions, i have never seen survey about male attitudes toward women. forget education about consent etc, there is not even an online mandatory survey about it to know existing beliefs that either needs to be supported or changed.

I hope you get my direction of thinking. looking forwards to your thoughts on this.

if taken as a campaign, like we reduced open defecation, polio, other diseases etc in our country, we can reduce crimes against women too.
