PS5 4K resolution + Dynamic Resolution

I have read on some posts here that turning the "Dynamic Resolution" option ON allows for 4K to run at 60fps on PS5, however when I tried it doesn't change anything and FPS stays at 40-45 everywhere? Do I have to change something else on the settings?
