Had to redo electrical work

We had a “trusted” electrician come out and run a 220 line from our breaker box to an outdoor hot tub a few months ago. We had to move the hot tub and the lines wouldn’t reach. He was not available so we had someone else come out. They replaced the entire line that the first guy did, because the first guy ran Romex thru that grey flexible conduit on the outside of the house. This is an Airbnb so I’m pretty frustrated that he cut corners and I’m obviously not thrilled about paying twice. Thoughts?
