What’s the deal with MicroCAT?

Whenever I need one, there’s never a ride for me. I live about 10 minutes from the airport and have never been able to secure a ride there, regardless of time (I’ve tried around 8 am and 10 am, no luck). What’s the deal with microCAT, is it just hard to find rides?
