Does Freedom Mobile work at TB if not what is the best cellphone network to get in terms of reliability?

Have a family member moving to TB for school soon from Toronto, want to know if her Freedom Mobile plan will work there, if not what is the most reliable network to get for TB and the surrounding areas. Thanks.
