Neighbor's rooster crows at 4:30am every single day

My neighbor got chickens 2 months ago including a rooster. This thing starts crowing at 4:30AM. EVERY. DAY.

I work nights and sleep during the day but this rooster wakes me up every morning without fail.

I asked her nicely to get rid of the rooster. She said "Roosters are part of farm life! You'll get used to it!"

WE LIVE IN SUBURBIA! There are noise ordinances! She says livestock noises are exempt.

I checked - roosters ARE allowed but noise ordinances still apply. Crowing at 4:30am violates quiet hours.

I reported her. The city gave her a warning. The rooster is still there. I reported again - she got a fine.

She paid the fine and KEPT the rooster! She's now collecting fines like it's a subscription service for keeping this bird!

She's gotten 4 fines totaling $800. She won't get rid of it! She says "He's part of the family now!"

I'm losing my mind from sleep deprivation. I've tried earplugs, white noise, everything. I can STILL hear it.

She started a petition in the neighborhood to "change the noise ordinances to accommodate farm animals." She got 3 signatures.

I'm documenting everything for a harassment lawsuit at this point. Meanwhile I'm a zombie from no sleep.
