Anyone else seeing Frame stuttering

Playing fallout four on the anniversary edition. Love the creation club additions that came with the anniversary edition. I waited because I knew there were problems with the initial rollout. I finally purchased the anniversary edition and installed it last month. I am probably about 150 hours into the game. Have finished the quests at far Harbor. Have infiltrated the Institute. Have taken out all the gangs in Nuka World. I have built up all my settlements with solid resources and great defenses. I am aligned with the Minutemen and fighting against the brotherhood, the railroad, and the Institute. I just finished the trip to the stars quest in Nuka World. I’m down to looking for the five star cores to get the quantum armor. Immediately after completing the trip to the stars quest I hit a frame rate stuttering problem. I am running MSI. Katana laptop with 32 gigs of DDR five ram, an Nvidia RTX 4070 GPU and a 13th GEN Intel 7I. I’ve been able to run all my games without any problems with this set up. Suddenly, I’m getting stuttering major stuttering in fallout four. Has anyone else ran into this problem? I uninstalled and reinstalled the game. I have checked and double checked my graphic settings through the Nvidia overlay. Nothing seems to work. I can jump right into Starfield, which is far more graphics intensive, without any stuttering. Is this something anyone else has seen?
