Is it a scam if my someone I know got approached by random girl in akihabara asking to be girlfriend?

So this person I know recently has a bad breakup with his gf so he went to Japan solo and he got approached randomly by a Japanese girl who ask him if he wants her to be her boyfriend and even forced him to take Polaroid selfie with him..at first he was resistant and slowly as more dates with her approached he become obsessed with her thinking she’s his everything they never exchanged socials probably twitter and even ask if he ever visit Japan someday call her from what I know he said that he got treated by a girl to random vending machine drink and fell in love…I feel like he’s falling into love scam

For those who think it’s not a scam I think I’m not sure if your falling for your delulu manga romance loving fanatic I find that most of replies are from guys I need a girl POV usually ppl ask “I like you or do you want to be my girlfriend” after like knowing them for a while not randomly popping out qns to a stranger I find it weird
