How difficult is Azir to pick up?

Azir looks like a super fun and rewarding champion to play, but his winrate is in the trashcan. Is that because he's actually really bad or is does he just require heavy one-tricking before success? I am a Riven main so i'm no stranger to running it down for hundreds of games before a positive winrate, but I am also kinda getting the vibe that this guy is bad even if you DO get really good at him.

Is Azir worth learning (if you still want to win games at a 50%+ winrate) or is it akin to running it down?

Edit: Thanks for the responses! He sounds like a nightmare! I might play some norms but probably won't be picking this guy up as a main in his current state. :)
