Is it normal to activate quads right out of surgery?

I could be wrong but i thought the nerve block meant you wouldn’t be able to move your leg at all. I got out of surgery a few hours ago and the first thing i did was flex my quad to see if it works- yes with pain. Then when i was trying to get off the bed i kept accidentally using my quads which hurt soooo bad. I got a quad graft using my own and some minor meniscus repaire laterally.

Im wondering if this is normal because i like cannot not use my quad and the pain is horrible.
