hShop crashed and now my top screen is flickering HELP

I searched “!!” On hShop looking for a game that’s in Japanese because I couldn’t type Japanese characters so I thought I would search for the exclamation points to find the game. After hitting search my 3DS crashed and both the screens shut off but the power light was on. I shut down the console and after turning it back on the top screen is doing this feint flickering that doesn’t show up on camera. If hShop just killed my console I’m going to be unbelievably upset so if someone knows how to fix this I would really appreciate it especially since I’ve never heard of this happening.

I have restarted the console multiple times and it is a new 3DS XL with an IPS top screen. The problem occurs in games, settings the main menu, everywhere.

UPDATE: after leaving my console off for a bit the problem has stopped. I would still really appreciate any information on why hShop crashed and caused this flickering so please feel free to pass along any insight you may have.
