Will the world depicted in this work ultimately lead to the end of human civilization?

Why in the game version of Resident Evil are there countless terrifying monsters, and every few years a region experiences a horrific outbreak, yet the greatest catastrophe to date has only led to the destruction of a few medium-sized cities, without resulting in the kind of civilization-destroying, world-ending apocalypse seen in other zombie films and media?
