USPS refusing international shipment

What it says in the title. Need to ship some documents to Germany via flat rate envelope. PO worker says they are not accepting anything international at this time and mentioned the government several times. She wasn't very fluent in English. This has got to be a joke/misunderstanding, no?

ETA: I went to a different post office 5 miles down the street and they accepted it without issues. Regular priority mail international. They called the other post office and asked what the issue might have been but the clerk at the first location only thanked them for letting her know.
