HVAC Drip Pan Looks Moldy/Disgusting but Maintenance Says It Is Normal?

Hello! My AC wasn't working, so my apartment maintenance came by to fix it. They repaired it and it is now working, but I am concerned about a panel that I saw while they were repairing it. To me, the panel looks really moldy (or at least not clean enough to leave in the HVAC). However, maintenance told me it is normal for the panel to look like this and that it does not need replacing (they put it back into the HVAC after doing the repairs). I am seeking some other opinions about whether or not it is normal for the drip pan panel to look like this (I am not 100% sure that is what it is called, but something along those lines). He told me the green coloring on the cross-section is just yellow insulation that has gotten dirty, and there is nothing else to be concerned about. He also said the only time they would replace this part is if there was a hole in it
