How are people getting offers for Carnival with 2 and 3x points?

I typically cruise Carnival using casino offers, typically paying port fees and taxes. Usually a balcony, but trust me (and this is NOT a bragging statement) I end up paying for all of these cruises in the casino. Currently Platinum@ (96) and sad that I won’t be able to make it to Diamond but here are my questions:

1. Why haven’t I received the 2x or 3x points for sailings offers? Are they basically sent to non-casino cruisers?

2. Will casino offers be discontinued when the new system/tier system changes?
