Best-Possible One-Time Programs: Impossibility and Achievability via Quantum Obfuscation

Proves no generic best-possible quantum one-time compiler exists under LWE/group actions. Introduces 'testable' OTPs with SEQ simulation security in the oracle model, and proposes stateful quantum iO as a plausible plain-model construction pathway.
