Unexplored winds work with Vanity Ruler?

Is this a deck that anybody plays? Is it viable?

Like can i go second,

kaiju my opponents monster,

Special summon a monster of my own,

Play F. unexplored Winds,

Then tribute my kaiju on their field and my special summoned monster to the to normal summom vanity?

Alternatively,, you could hypotheically create a Evil Hero Neos Deck.

Spirt of neos and vanilla neos are both lv 8 that require 2 tributes.

Use neos fusion,summon evil hero

Steal a monster of your opponent,

then play Unexplored winds, get rid of the monster you stole and anything left on the field

Then vanity ruler.

Personally i use the evil hero neos steal to normal summon vanity FIEND, since it only requires 1 tribute.
