Trump and Nuclear Weapons

Look, the guy is getting crazier by the day right? We all see it. So in 2016, he basically says "If we have them, why can't we use them?"

Maybe I'm reading into it too much but I think this guy WANTS to nuke Iran.

My question isn't whether or not he's gonna do it. My question is are there guardrails in place to stop him if he decides to do it? Like would JD Vance and Co. be like "Holy shit, he's off the rails. We need to stop him now."? Or can Trump just activate the nuclear football and there's nothing anyone can do about it?
