Would regeneration or instant health potions reverse paralysis or regrow lost limbs if they were real?

Given they can fully recover the player character from half a heart of health and the real world equivalent would be critical condition in the ICU or a trauma unit or the active phase of dying in hospice. Or would they only work for injuries that aren’t permanent in those ways? Also would they work on say cancers that would otherwise be terminal?
