Renovation of townhouse in VIC under strata

I recently bought a townhouse in VIC in a series of 3 townhouses and plan to do some renovation but unsure if I need strata approval. And if i do need strata approval, who should i contact in the case that noone is managing the owner corporate?

Features of the property:

• listed as a detached dwelling in the contract
• share 1 small kitchen wall with the neighbor (but agent confirmed that they are built with 2 walls)
• does not share any common driveway
• each property manage their own insurance, no owner corporate
• all the owner corporate section is noted as NIL in the contract

I want to do the following:

• cut a few bushes on the front of the house
• put a gate in front of the garage
• change the floor carpet
• renovate the bathroom and kitchen with newer appliances, no change to the layout
