LA FFL 03 paperwork question

Filling out the paperwork, and it appears I need to involve a local "Chief law enforcement officer" -- do I bring it to the local police station? I'm in LAPD territory. Not sure how to handle that portion of the paperwork. Any help would be appreciated.
