Do timid dogs come around?

I’m thinking about adopting a “sheepdog/Shetland cattle mix” and she is incredibly timid and won’t even walk on a leash. She’s just 5 months and was saved off the streets of Tijuana. I have rescued before but he was a very outgoing spaniel mix.

Can anyone tell me about more timid breeds?

How can I create a safe place for her ?
