What embargo were they talking about in the movie "War Dogs"?

I've seen this movie a few time (one of my favorites), and I'm always confused about why they couldn't sell Chinese ammunition? I remember doing some digging and all I got was the Tiananmen square massacre. Is that the reason for the embargo?
