I have a theory

I think I know who this person, their the same person that helped Osamu create the fake Emiko, so Osamu can grab the real one.

The three screenshots from above are from the ending of The Night Parade, and the last screenshot is from the Erma prequel, Spirit's Bloom.

They must've captured the thug trio and turned them into tiny statues for Osamu!
