How are the brackets for the playoffs decided?

Hi all I had a doubt. Shouldn’t NS vs M8 be in the same bracket as that of Furia vs PRX? Wasn’t that how it was drawn every time? How are the first two teams drawn in the same bracket? Doesn’t it automatically make the second bracket stacked?

Don’t tell me riot made another bracket mistake….
