Mailed taxes have a couple questions

I had a couple questions to see if I can get a more understanding on my taxes this year, little background I have filed my taxes for the past 3 years my self (e-filing on FreeTaxUSA) but this year was a bit different, I got married and had a kid! So when I was trying to e-file them I filed married jointly and was putting all my information in, but upon putting my spouse information I found out her ITIN number was expired and seen I had to renew her number on a W-7 form and send it in with my taxes through mail. So I just ended up going with a tax advisor to help me out with all that since it was first time doing it this way. They helped out and explained how the renewal process would go and said to call them when I receive her renewed ITIN number so they can send it to the state. Tax preparer gave me an envelope with fed and state taxes together told me to mail them. Sent it, certified mail, and the IRS received it on Feb 18. Now I know it was supposed to take 7-8 weeks for them to process them, but today I received my state refund!

Questions I had was how come I received my state refund if I mailed them directly to the IRS? Did they send the mail back out back my state? And was also wondering since I received my state refund does that mean my spouses renewal for her ITIN number was approved and the IRS just has not processed my federal taxes?
