Targeted by police

A officer in my building has been stalking me since day I . Phone control, literally can see what I do in my apartment , online harassment, you name it . I hung out with someone who turned out to be working with them and they ended up sexually assaulting me. They never investigated . Or nothing. Now they are trying to deny my victims benefits, still stalking , infact retaliating. What to do ?
