Why do the Japanese have better knights than France?

New to the game been playing France. I thought France would be the cavalry civ, but apparently Japanese sengokus are better???? Learned that the hard way. Seems pretty bs to play France and lose cavalry 1v1 to the Japanese???? Of all civs??? What were they cooking
