Does the quran indicate the earth is created first before the heavens, or vice versa?

Also are there contextual cues/markers that indicate the "the heavens and earth was once joined and the separated" verse (21:30) is meant to be read allegorically/rhetorically? Likewise 2:29 and 79:27-30, and 41:11

In short, does the quran ever indicate that the heavens is in any way arranged/structured/ordered/perfected after earth's complete creation?
