Question for Californians

I am in Portugal but am from California. Can't I just go into the VFS in the bay in person?

I also wonder if it is possible to do the biometrics there and have them send it to get apostilled or whatever they need to do for the D7. I already opened a bank account here with Santander after getting blatantly lied to by Millennium and Novobanco about requirements.

I'm in no rush with this and am checking out places to fulfill the lease part. I've already done everything else partially through Anchorless to get the NIF and partially just through my own research. I also found a place in LA that also does the background check and biometrics. Just trying to hedge my bets because I know after living in other countries prior to this it's hurry up and wait.
