Highest bidder cancelled bid & Ebay automatically charged me for the item

I was outbid so I moved on & was no longer interested in this item. I just got notification that the bidder had cancelled their bid making me the highest bidder. They said we automatically charged your account so now the item was mine.

This doesn't feel right that since they changed their mind that now I'm charged for it without any say on my part. If I'm outbid then I go elsewhere. Can they force me to buy it just because I was the next highest bidder?
