Cenomar for foreigners

Hi, I am a 2026 bride and I will be getting married in Madre De Dios Chapel.The Parish is requiring us to provide a CENOMAR for my husband and I. We are both Australian Citizens but I was born in the Philippines and he was born in Australia. We got legally married in Australia last year. I called the Philippine Consul of Australia and they have advised that my husband cannot get a CENOMAR because he is not Filipino. We cannot also get a CNI in Australia because we are already married. Please advise :(
