How often do zombies become spoiler

So how often do zombies become blister heads. I am still fairly early in the game, but I hate this game mechanic and already didn’t enjoy it in Resident evil 1 HD. Is it rather rare that it happens and it is normally not a huge issue because I can still use an injector on them or how do you deal with them?
