Video stutter on YouTube

It just happens when I'm looking at fast paced gameplay video like MOBA, ARPG, or FPS games. Not all the time. It looks random, but when it happens, the entire video is like that.

I load up another video at same quality and there's no stuttering at all. Said video that stutters play just fine on YouTube app.

Been seeing this thing for a while now. If I watch the same video later on in the browser, there's no stuttering.
