Is this a scam?

I recently had a call with someone from “golden hire” for job placement in the finance sector. It seemed professional and legit, but he never gave the name of the company amongst other information you’d imagine I’d need. He promised a high salary for a TRAINEE position (40-45000 pounds) He complimented me a lot, saying I have great qualifications and I’m a good communicator, and that I’m only missing the CIFA ICAB qualification, which is a £1000 course I need to buy. He said once I enrol into this course he will send my CV and confirmation of this course to the employer.

It seems a bit weird, usually recruiters won’t make you buy anything, right? And if they do they offer placement and to cover it? It is an entry accountant trainee position. I have a call with him again later as I emailed asking questions like, what’s the firm, what. Is the likelihood of employment, is there a conditional offer in place? thoughts would be helpful.
