AT 7.8K trophies what is minimum level of cards required??

I am king tower 12 and most of the cards I use are 11 and 12 lvl only I have mega knight which is lvl 13 but my opponents are king tower 13 and have most of the level 13 cards. Even if they are king tower 12 still their cards are higher levelled than me in most cases. Sometimes literally king tower 14 players come against me. It's so annoying to lose against these noobs who win because of overlevelled cards
