When to apply for spouse visitor visa?

I am Canadian PR living abroad. I wanted to know when is right time to apply for spouse visit visa.

Right now: when I am living outside Canada and she is working in home country. The concern right now is that since I am not actively living in Canada or have no job or accommodation in Canada, what motivation can spouse provide for visit visa. Is it good enough to say that I as PR will accompany her but don't have accommodation or job in Canada yet.

Or later: when I am living inside Canada but she is not working in home country. For later, is it better to apply before PR application or after receiving AOR on PR? The concern later is that since she will not have job after sometime when I have moved to Canada, how can we prove strong ties to home country.

I highly appreciate if someone can guide when is it better to apply when I am inside Canada or right now when I am still outside Canada?
