RIC parking (mis)management

Why is RIC Airport blocking the Daily parking when there are plenty of spots available at a lower traffic time of day?

Arrived there yesterday at 7:30pm with plenty of time to spare. Daily parking closed, only options were hourly and economy. I went through the hourly, knowing that you exit through the daily parking, and was not surprised to see several spots open and many cars coming out of daily parking as it appeared a flight had just arrived. Since I had an hourly ticket, I went back through the toll booth and asked the cashier why the daily parking was closed. She said they wait for a certain number of spots to open. I let her know I just drove through daily parking and there were plenty of spots, but she said it’s out of her control.

Whoever is running the parking show there needs some oversight.
