question about obsidian renger paint

As title, I was wondering if the obsidian renger paint is just a skin or is an actual cosmetic indipendent from the renger armor, I tried to ask directly to beth but they closed the ticket.

For a better understanding, if I never had f1st and I buy the premium pass after I unloack it will I be able to build it or as said is just a skin so you have to have the renger armor from f1st, build it and then modify it.
I ask this cause is strange for cosmetics having the mechanic of having skin, non of my cosmetics have this thing and I don t have the renger armor but it seems like just a cosmetic not a real armor(like the chinese armor)
