Teen won’t stop smoking

I am at such a loss right now. My 16-year-old daughter won’t stop smoking THC. Two weeks ago she took an edible which gave her first panic attack and then proceeded to smoke THC at school, which sent her into a pretty bad mental state. I took her to the ER And we ended up having to sleep with her every evening to try to calm her anxiety she had from having too much THC in her system. There wasn’t much of a punishment as you had spent the past week and a half just trying to help her come out of this anxiety state she’s been in but she has sworn up and down over and over she would never smoke again because she never wanted to feel that way. It was to the point that we couldn’t be out of her sight. She was panicking so much. Well today she smoked again at school And called me freaking out. I honestly am at such a loss and just so over it at this point. I don’t know what to do and I’m so disappointed. Just looking for advice as if anyone else has stuff like this happen and what they did.
