Does the merchant completely stop spawning at some point?

I decided to try getting all the artifacts for fun, and so I turned on God Mode cheat so I can survive long enough. But I'm already 70 minutes into a run and I haven't seen the merchant for more than ten minutes.

Does the time get exponentially longer? Or does he just stop spawning?
