ok..so the details are very faded, but i think it’s a woman singing about meeting a guy. its definitely raining in the song, and the girl met the guy in the city? she sang something about him having a soft voice and playing an instrument. the guys name mightve been Joe, and the title of the song mightve been Joe, but i just can’t find it. sorry for the nonsense clues, its all i can remember….
