quick question about +skills and +skills

If I have an item that grants '+1 to <skill>' (like enigma with teleport or that thing that gives every character zeal for example) Do those skills get buffed by skill charms that correspond with said skills tree?

Couldn't really find an answer and don't have the items to test it atm.
