5% tax for anyone who has a degree from an English Uni?

I have been thinking about how we make the university system fairer and that is my suggestion. A flat tax on all university graduates of 5% for anyone who has a degree from an English university. Regardless of when you graduated, for life. So people who didn't pay will pay, those fortunate enough to avoid the loans system and obviously everyone else.

Do you think this is a fair or reasonable policy seeing as students from 2000 onwards face 25 years of 10% tax and people later for even longer.
