Questions about the new Searing Bond of Detonation skill

I'm a terrible POB maker but I enjoy playing with the numbers, and am having a hard time building up damage from this skill efficiently.

1. The wording for this skill is bothering me. It says "Burning Damage applied by detonation", is this a Hit? How does it apply a burn if its not a hit?

2. What are good sources of boosting the damage of this skill? Obviously only single burn will apply to an enemy, but how to we boost that other than the standard +fire damage, +fire dot, +fire dot multi?
