EU Regulation 261/2004

Is there anything that can be done if Qatar Airways don’t follow this law?

Flight is next week from Dublin and I am on the verge of cancelling and paying for stupidly priced tickets.

From what I have read here, Qatar Airways are not at all being consistent in re-routing customers.
