Building Renovations Question

I'm currently downtown in an older high-rise building. The management has started renovations on the building for the entire month, with working hours from 8-4 daily. The work is filling my apartment with noise, especially because the workers have been constantly throwing debris into the dumpster just outside my window. Are they really able to do this? Is this something you can ask a rent rebate for? I just want to know my options.
