Lost water pressure?

My upstairs neighbor and I completely lost water pressure last night around 9:30-10PM. It came back around 10:15, but was somewhat brown and had a lot of air in the line. As of this morning, if I run the cold water and let it stand, there is a lot of dissolved gas in the water along with a thin white film/foam that takes a very long time to dissipate fully. Has anyone else noticed this? This is in the Hope valley area.

I've already reported it to the town's water management, and evidently some guy named Jimmy is supposed to reach out and get a sample of my water.
